Some of the tools and techniques used to develop project initiation outputs (e.g. business plan communication plan, project charter) include expert judgement. It is said that experience is the greatest teacher. If an expert has no, or even bad, experience / success (e.g. he or she has never completed a project within budget, and scheduling and / or failed to achieve technical performance objectives), can you rely on his or her expert judgement?
