The Operations Plan should cover the management team, staffing levels and growth in staffing, facilities and locations, production plans, capacity, and required assets (not costs yet). Be sure to include a section on social responsibility and sustainability (Chapter 14). Your Human Resource Plan should detail all job titles and types (salary and nonsalary), benefits, wage scales, use of outsourcing or contract labor, scalability of job titles, basics of HR policies, services (ADP or Paychex), and computer system needs.
