The five major reasons why healthcare reform is hard to pass are 1) path dependency (sticking to the past); 2) institutional structure and too many gatekeepers in congress; 3) the status quo is extremely valuable to many powerful interest groups; 4) healthcare is an ideal partisan issue; and 5) there is a budget.
