Assignment 3: Leadership and Ethics

In this assignment, you will build upon the two (2) challenges that you had identified in Assignment 2, Question 4.

Use the Internet or the Strayer Library to research articles on public agencies or non-profit organizations for which your proposed challenges may not be considered actual challenges.

Write a four to five (4-5) page paper in which you:

  1. Propose two (2) ethical concerns that management may need to address. Create the context in which such concerns may or may not be ethical in nature. Provide a rationale for your response.
  2. Analyze the overall manner in which organizational structure impacts organizational ethics. Select one (1) public agency or one (1) non-profit organization in which your challenges may not be considered actual challenges. Provide a rationale for your response.
  3. Use the Inventory of Public Management Skills Management, located on pages 11 to 12 of the textbook, to construct a self-evaluation. Assess your level of development in each of the skills. Propose two (2) to three (3) activities that would help you to improve the skills in question.
  4. Use the results of your self-evaluation and recommendations from Question 3 to formulate a response to the challenges that you have presented that creates a win-win situation for the organization, the employees, and the public. Predict two (2) potential obstacles to success and two (2) plans to overcome such obstacles.
  5. Include at least four (4) academic references (no more than five [5] years old) from material outside the textbook and no more than one (1) governmental Website. Note:Appropriate academic resources include academic and governmental Websites, scholarly texts, and peer-reviewed articles. Wikipedia, other wikis, and any other Websites ending in anything other than “.gov” do not qualify as academic resources.

Your assignment must follow these formatting requirements:

  • Be typed, double spaced, using Times New Roman font (size 12), with one-inch margins on all sides; citations and references must follow APA or school-specific format. Check with your professor for any additional instructions.
  • Include a cover page containing the title of the assignment, the student’s name, the professor’s name, the course title, and the date. The cover page and the reference page are not included in the required assignment page length.

Abstract
The reorganization of homeland defense happened after the terrorist attacks of 9/11; our
Government realized significant gaps within our nation’s intelligence community. In response,
Terrorism and Cyber Security has become the focus of the United States Government domestic
and international strategic policy for over a decade (Kaufman, R. G. 2007). After the 9/11
attacks, the Bush Doctrine laid the frame work for pre-emptive actions to be taken by the United
States in order to deter and defeat domestic and international terrorism. This precedent has
continued in programs within the Government such as the drone program and the recently shut
down National Security Agency (NSA) phone Meta data collection program.

White House Issue
Currently, the Obama administration has laid out policies on how they treat terrorist and
terrorist threats. These policies include a controversial stance. The policy outline states that they
will not use lethal force when they are faced with dealing with the threat of terrorism the policies
outline when lethal force will be used, this includes only when the threat is posing a continuous
threat. Additionally, lethal force will not be used instead of proper legal action. Another part of
the policy states that in order for the government to make an arrest they need to preform
additional investigations on the supposed threat.
Although many believe that the policies that are proposed by the Obama administration
are fair, many believe that they have not done enough to combat these threats. The first thing to
consider is the threat of refugees. Although many have stated that the U.S. has the strictest policy
on letting in refugees, many don’t believe that any should be let in at all. According to the
American Immigration Council, all refuges that are considered to be admitted into the United
States must go through an intense security, background, and health screening (US refugee and
Policy). Still, many believe that it is complete enough or it does not do its job in protecting
American citizens.

Congress then passed the USA PATRIOT Improvement and Reauthorization Act of 2005 with
strong bipartisan support. On May 26, 2011, President Barack Obama signed the PATRIOT
Sunsets Extension Act of 2011, a four-year extension of three key provisions in the USA
PATRIOT Act: roving wiretaps, searches of business records, and conducting surveillance of
"lone wolves" — individuals suspected of terrorist-related activities not linked to terrorist

The Constitution
The constitution plays a major role in the administrative proceeding once information has
been collected and terrorist have been detained by the United States. The most profound
constitutional change that could affect the government’s campaign against terrorism could come
in the form of new limits on its power to use highly sophisticated new technology to monitor
telephone and other communications traffic that might turn up leads to potential terrorists. A
federal judge’s recent decision forecasting the nullification of the National Security Agency’s
gathering of calling data generated by virtually everyone on in America may be only the first
move toward new restraints (L. D. 2013). To paraphrase the Supreme Court, “the power to
secure needed information … has long been treated as an attribute of the power to” govern. The

Constitution, however, particularly the First and Fourth Amendments, limits the manner in which
