Bid protests are unique to government contracts. When/where would it would be appropriate to protest:
· The appearance that the contracting officer has amended the solicitation to postpone the due date after the time for submission of offers expired.
· You are very experienced in the relevant field but you can’t figure out from the RFP what the agency really wants.
