1. Determine the fundamental ways in which the NCAA’s ethics program failed to prevent
the scandals at Penn State, Ohio State, and the University of Arkansas. Support your
response with one (1) example from each of these schools’ scandals.
There were various reasons due to which NCAA’s ethical program get failed to prevent
the scandals at Penn State, Ohio State, and the University of Arkansas. I think, this thought is not
about Penn State or University of Arkansas, but also I would like to say that if there are issues
with our people whom are running a system or program then NCAA’s or other institution
couldn’t control over the situation. NCAA’s could allow the ethical policies in order to maintain
the ethics in our Universities but if Universities staff will do wrong then what the NCAA or other
institution could do instead of one option i.e. inspection or audit but it was not mention under
the NCAA’s ethical policies, NCAA (2014, November).
Here, I am explaining the situation with example that considered after FBI investigation;
within this report, it was mention that NCAA (2014, November), “four men failed to act despite
having opportunities to confront. They displayed “totally disregard” for children whom being
victimized by Sandusky, and Paterno, whom Freeh repeatedly portrayed as the group’s most
powerful figure during a news conference. They lied about what they knew, when they knew it
and, according to e-mail correspondence, they intended against a plan, not to follow NCAA’s
provided ethical policies.”
However, somehow there were few mistakes which were mapped by NCAA’s executives as
follows, NCAA (2014, November); They didn’t managed any inspection or audit in order to verify that Universities of

Again the same thing I could say, there were leaders whom were well-aware even after
applying the ethical policies in institutions or universities, ‘there are many people whom would
do such crime against children. But such leaders didn’t even cross check any ethical policies
violation, they only send ethical policies document to every institution and didn’t check; are they
applied or not; how universities treating with such ethical regulations, is there any benefits with
such policies, no decision-making process, etc.
Additionally as I discussed above, The NCAA’s 444-page manual contained no language
directly addressing appropriate punishment for concealing information regarding child sexual
abuse. It was a shameful conduct of Penn State’s leadership, whom revealed Thursday in Freeh
report, the NCAA must have used its authority to do what was needed instead of shut down the
